MOSCOW (AP) - Russia is planning to create a dedicated military force to help protect its interests in the disputed Arctic region.

The presidential Security Council has released a document outlining goverment policy for the Arctic that includes creating a special group of military forces. The report was released this week and reported by Russian media on Friday.

Russia, the United States, Canada and other northern countries are trying to assert jurisdiction over the Arctic.

The dispute has intensified amid growing evidence that the shrinking polar ice is opening up new shipping lanes and allowing natural resources to be tapped.

Rice to make 'significant' speech on Russia

US Secretary of State Condoleezza Rice will give "a significant speech" on Thursday about the consequences for Russia over its invasion of Georgia, a senior US official said.

"I would describe it as a significant speech about US-Russia relations as well as about Russia's place within the international system," the State Department official told reporters Wednesday on the condition of anonymity.

The speech will provide "an analysis of how we have gotten to this point, it talks about the kinds of choices Russia had before it and it talks about the international system and its response to Russia," he said.

Arctic May Hold 90 Billion Barrels of Oil, U.S. Says

Ladies and Gentleman, let me introduce you to the beginning of WWIII between Russia, China and the USA. No, it has nothing to do with Israel or Islam (I am sorry to disappoint the religion hating leftists), it has to do with THE OIL IN THE ARCTIC.

The Russian media mentioned that WWIII will start over the oil in the Arctic, but I am having trouble finding this article, so either it was removed or I need glasses.

Alaska Getting COOLER?

According to Chinese medicine and philosophy, when stress, bad diet and other factors disrupt a person's energy flow, they become ill due to imbalance between their body and the universe.

If the magnetic field of the Earth became out of balance, we (our bodies) would also be out of balance. Nature and our bodies might try to adjust to the shift, but still there could be consequences due to the imbalance.

My theory is based on Chinese philosophy, common sense and knowledge of the Russian agenda to rule the world and control all of the oil in the Middle East and the North Pole. The Russian media has mentioned on several occasions that WWIII would start over the oil in the Arctic and of course this has been ignored by the cowards in the MSM. They are daring anyone to stop them. The Canadians have increased their military presence in the Arctic to protect what belongs to them, because they are seeing the danger in the horizon. I am sorry Bush haters, but you can't blame this one on Bush.

The Russians are manipulating the magnetic field above the Arctic to promote the melting of ice, so it will be easier for them to steal the oil. According to a UN Treaty Norway, Iceland, Denmark, Canada, Russia and the USA all equally share this area. "The Arctic zone is a guarantee of Russia's economic power. Oil, gas, gold, diamonds and phosphates -- it's all there," Artur Chilingarov, a member of parliament who is also an Arctic explorer, told AFP before the meeting.

"We need to find new oil fields ... We need to go offshore," he said.

U.S. Northern Command, which protects North American airspace, told The Washington Times that TU-95 Bear bombers on 18 occasions the past year have skirted a 12-mile air defense identification zone that protects Alaska. The incursions prompted F-15s and F-22 Raptor fighters to scramble from Elmendorf Air Force Base and intercept the warplanes. The last incident happened in May.

"Putin is trying to get the military rejuvenated and trying to show they are a military power," said retired Air Force Lt. Gen. Thomas G. McInerney, who commanded NORAD's Alaska region. "He's doing it for a whole host of things. It's really muscle-flexing."

When told that 18 Russian incursions had been reported in 12 months, Mr. McInerney said, "That's a lot."

Mr. Putin, who relinquished the presidency in May and is now prime minister, has been at odds with President Bush over NATO expansion and the invasion of Iraq. At times, he has made strong anti-U.S. statements that stirred Cold War memories.

A NorthCom statement to The Times said, "Russia has indicated in open press reporting its intention to proceed with navigation and operational training."

Mr. McInerney said the incursions are the most sophisticated since the Cold War. He made the assessment based on an Air Force briefing he received last fall at Elmendorf.

Russia prepares for future combat in the Arctic

MOSCOW, June 24 (RIA Novosti) - Russia must be ready to fight wars in the Arctic to protect its national interests in a region that contains large and untapped deposits of natural resources, a high-ranking military official said in an interview published Tuesday.

"After several countries contested Russia's rights for the resource-rich continental shelf in the Arctic, we have immediately started the revision of our combat training programs for military units that may be deployed in the Arctic in case of a potential conflict," Lt. Gen. Vladimir Shamanov, who heads the Defense Ministry's combat training directorate, told the Krasnaya Zvezda (Red Star) newspaper.

Under the Law of the Sea, coastal states can declare an Exclusive Economic Zone stretching 200 nautical miles (370 km) from the shore, but this area can be extended if it is a part of the country's continental shelf or shallower waters. Some Arctic shelves extend for hundreds of miles, creating the possibility of overlapping territorial claims.

Last August, as part of a scientific expedition, two Russian mini-subs made a symbolic eight-hour dive beneath the North Pole to bolster the country's claim that the Arctic's Lomonosov Ridge lies in the country's economic zone. A titanium Russian flag was also planted on the seabed. Russia first claimed the territory in 2001, but the UN demanded more evidence.

The expedition irritated a number of Western countries, particularly the U.S. and Canada.

The general said wars "are won or lost long before they start" and combat training was crucial for the success of any future military operations.

"The Americans, for example, recently conducted the Northern Edge 12-day large-scale exercise in Alaska, involving about 5,000 personnel, 120 aircraft and several warships," Shamanov said, adding that Russia could not ignore such a show of military force near vital Arctic regions. I am curious if this is true or not since the US Government is so secretive on Russia and their antics.

He said the Defense Ministry would drastically change its approach to the combat training of highly-professional military units in the Leningrad, Siberian and Far Eastern military districts, which could participate in potential conflicts in the Arctic.

He also said two expert groups in his directorate were closely studying combat training models based on computer-assisted combat simulations that have been adopted by some foreign military's.

"We may propose to the defense minister setting up a company-level fully computerized training center at one of the former testing sites," the general said.

Russia's General Staff is planning to determine the new composition and size of the Armed Forces by the beginning of July.

Meanwhile, the Defense Ministry has already announced plans to expand the presence of the Russian Navy in the world's oceans, including the Arctic, and extend the operational range of submarines deployed in the northern latitudes.

Russian Navy to expand presence in Arctic, Atlantic, Pacific

MOSCOW, June 10 (RIA Novosti) - Russia's Defense Ministry is planning to expand the presence of the Russian Navy in the world's oceans and extend the operational radius of submarines deployed with the Northern Fleet, a high-ranking military official said on Tuesday.

"The summer training program [running from June 1 to December 1] envisions the increased presence of the Russian Navy, not only in the Atlantic, but also in the Arctic and the Pacific," said Lt. Gen. Vladimir Shamanov, who heads the Defense Ministry's combat training directorate.

"We are also planning to increase the operational radius of the Northern Fleet's submarines," he said, adding that the General Staff would determine the new composition and size of the Armed Forces by the beginning of July.

The general said that Russia may shift the focus of its military strategy toward the northern latitudes in order to protect its national interests in the Arctic, especially on its continental shelf, which may contain large deposits of oil and natural gas.

"We have a number of highly-professional military units in the Leningrad, Siberian and Far Eastern military districts, which are specifically trained for combat in Arctic regions," Shamanov said.
