Israeli military and naval commanders were taken by surprise by Rear Adm. Andrei Baranov's disclosure that 10 Russian warships are already anchored at the Syrian port of Tartus, DEBKAfile’s military sources report.

Moscow and Damascus have worked fast to put in place the agreement reached in Moscow on Sept. 12 by Russian navy commander, Adm. Vladimir Wysotsky and Syrian naval commander Gen. Taleb al-Barri to provide the Russian fleet with a long-term base at Syrian ports. Israel was not aware that this many vessels were involved in the deal.

What most worries Israeli military leaders is an earlier announcement by Adm. Wysotsky that Russia’s Mediterranean assets would subjected to its Black Sea fleet command, thereby placing Russia’s warships near Israel’s shores at the service of Moscow’s contest against the US and NATO in the Caucasian. It is feared that Israel will be dragged into another cold war.

Rear Adm. Baranov disclosed that the warships in Tartus had brought engineering crews to widen and dredge the harbor to accommodate additional, fleet vessels. The crews were also working on expanding Latakia, another Syrian port, possibly for aircraft carriers or guided missile cruisers.

The Russians are making no secret of their intention of using their naval presence in Syrian ports as a deterrent to a possible Israeli air strike against Syria.

Putin Blames the U.S. for Russian Financial Turmoil

He added that the current price of oil is ``comfortable'' for the Russian economy.

Sept. 19 (Bloomberg) -- Prime Minister Vladimir Putin blamed the U.S. financial crisis for causing market turmoil in Russia's economy, which he said remains fundamentally sound.

``All the fundamental indicators of the Russian economy are healthy,'' Putin told foreign business leaders in the Black Sea town of Sochi, including the chief executive officers of BP Plc and Royal Dutch Shell Plc, in comments posted on the Russian government's Web Site. ``The difficulties are mainly caused by the U.S. and European markets.'' He added that the current price of oil is ``comfortable'' for the Russian economy.

The Russian authorities halted stock trading for two days this week to arrest the worst financial crisis since the nation defaulted a decade ago. Capital flight sparked by last month's war in Georgia, tumbling commodity prices and the seizure in capital markets made Russia this quarter's worst performer among the 20 biggest markets, data compiled by Bloomberg show. Trading resumed today with a 14 percent surge in the Micex Index in the first five minutes of trading.

The stocks recovery came after Russia said yesterday it would slash export tariffs on oil and President Dmitry Medvedev pledged $20 billion to prop up the market, which was closed after the Micex Index lost 25 percent over three days.

Islamic terrorist operatives reportedly dispatched, in place, and possibly ready to execute terrorist operation in U.S., Europe

17 September 2008: A disturbing communication posted in a high level Arabic language forum suggests that some type of terrorist operation is currently underway, targeting sites within the United States and Europe. According to information developed within the last 24 hours by a deep-cover intelligence operative, Islamic terrorists have been dispatched to the U.S. and Europe and may be in place, preparing to execute unspecified terrorist attacks within the U.S. and Europe.

Neither the targets nor the types of attacks were able to be identified from an analysis of the communications, although it appears possible that the European and American operations could be conducted in tandem. Also unclear is the timetable of potential attacks, although the wording pertaining to the "anticipated celebration" of the success of such attacks suggests that they will be carried out within the next few days.

While many such threats by Islamic terrorists are published constantly and end up being nothing more than propaganda, it is important to note that the origin and nature of the communications isolated here meet a significantly higher standard of evidence for threat evaluation purposes. As such, it is the recommendation of this agency that individual awareness of any suspicious activity be stepped up accordingly, and immediately reported to the appropriate law enforcement agency.

Increased vigilance by law enforcement and security professionals is also urged, especially at areas of likely "hard" targets such as our infrastructure.

In a new TV ad that repeats widely debunked claims about the Democratic tax plan, the Republican campaign calls Obama's tax increases "painful."

Under the economic plan proposed by Democratic presidential candidate Barack Obama, people earning more than $250,000 a year would pay more in taxes while those earning less — the vast majority of American taxpayers — would receive a tax cut.

Although Republican John McCain claims that Obama would raise taxes, the independent Tax Policy Center and other groups conclude that four out of five U.S. households would receive tax cuts under Obama's proposals.

Since the end of the Second World War two countries have been referred to as “superpowers”: The United States and Soviet Russia. Since the Soviet Union broke apart, America was said to be the “lone superpower.” Moscow’s power had collapsed. Such was the West’s perception in late 1991. Seventeen years later the Cold War rears its ugly head, and many are caught off guard. The defeated Kremlin has put together a new anti-American bloc, including China and Venezuela. This has been long in the making, ignored by a culture of strategic denial in Washington.

Using the presence of U.S. warships in the Black Sea as an excuse, Russia has landed two long-range strategic bombers in Venezuela. The country’s aspiring dictator, President Hugo Chavez, stated bluntly, “If the Russian Navy arrives in the Caribbean or the Atlantic it may certainly dock in Venezuela. We have no problems with that and would warmly welcome it. And if Russian long-range bombers should need to land in Venezuela we would not object to that either. We will also welcome them.”

The main ambition of Hugo Chavez and his socialist bloc allies in Ecuador, Nicaragua, Bolivia and Brazil, is to bring the United States to its knees. Now, at long last, Russia is openly showing its willingness to send forces in support of the emerging anti-U.S. coalition in South America. This shows that the balance of power has not only been upset in Europe, where American allies are paralyzed by their dependence on Russian gas and oil, but has also been upset in Latin America where crypto-Communist regimes have emerged through a cultural process that promotes anti-Americanism.

As they advance, the Russian leaders deny any hostile intentions. They deny that a new Cold War has begun. According to Russian Prime Minister Vladimir Putin, Russia had to launch an incursion into Georgia. “In this situation,” he offered, “were we supposed to just wipe away bloody snot and hang our heads?” Putin further explained that he had “no wish or grounds to encroach on the sovereignty of former Soviet republics.” Of course, this statement is a bald-faced lie. Russian agents long ago infiltrated the political process in Ukraine, for example, and now conspire against Ukrainian President Victor Yuschenko. According to Yushchenko, the Ukrainian prime minister is working with the Kremlin to remove him from office. “A political and constitutional coup d’etat has started in the parliament,” stated Yushchenko. “The Tymoshenko Bloc has accepted union with the Regions Party and the Communists. The basis of this formation is not Ukrainian, I underline not Ukrainian.”

The Kremlin has also interfered in the politics of Moldova, stationing troops in the former Soviet republic, supporting a ridiculous breakaway region (like South Ossetia and Abkhazia) that only serves the purpose of encircling neighboring Ukraine. Despite these obvious imperialist moves, Putin declares that Russia has no imperial ambitions. “We do not have … any of the imperial ambitions that people try to accuse us of,” he told a meeting of officials and experts at the Black Sea resort of Sochi. “Russia was the initiator of the destruction of the Soviet Union. If it wasn’t for Russia, the USSR would still exist…. We do not have any desire or basis for infringing the sovereignty of former Soviet republics.”

To correct the record, the collapse of the Soviet Union was engineered by the KGB. It was initiated by the Kremlin because the neo-Stalinist model was a failure, because the Kremlin wanted to put the West to sleep. The Soviet leaders also wanted cash investment and technology to renew their military capabilities. This is not hard to understand, though the West preferred to credit itself with victory. There was no victory, however. There was merely a transition from open enmity on the part of Moscow to pretended friendship. The Ukrainian people can see this. Victor Yushchenko openly announces it. President Mikhail Saakashvili also understands the process of Russia’s ongoing interference and manipulation within the former Soviet republics. The fact that Georgia broke away from its KGB structures has infuriated the Kremlin, causing it to activate its fighters in South Ossetia and Abkhazia, provoking a conflict that was used to excuse the massive armed incursion of last month.
Putin nonetheless argues his position. “We don’t have any ideological differences, no basis for Cold War. On the contrary,” he protested, “we have a lot of common problems that we can only resolve together.” Perhaps he is referring to international terrorism, which was largely financed and developed into a global power by Moscow. Not only did the KGB invent airline hijacking, but the KGB trained an entire generation of Arab terrorists (including Yasser Arafat).

And then there is the economic game, intended to push capitalism over the brink. It is not that Russia has caused the West’s economic problems. But Russia’s mastery of clandestine instruments provides a tool for pushing the West as it totters on a financial cliff. According to an Associated Press story, titled “Study Links Oil Prices to Investor Manipulation,” a curious coincidence emerges in the data. Analysis shows that a massive “stampede for the exits” in the oil market began on July 15. This date marks a turning point in Russia’s strategic direction, when the Russian president gathered all his country’s diplomats to a meeting in Moscow.

A clever analyst has written to me on the subject of oil price manipulation: “What if the rise in oil was deliberately done in a coordinated attack? Using multiple business fronts, using foreign government monies, using lies about production levels to drive up the price to the bin Laden price of $144 to hurt the U.S. economy and sucker everyone into a long position in oil, then drop the bottom out of oil….”

If you create a trend, the herd follows. This is well known. And the financial herd is no exception. Why was there a “massive stampede for the exits” on July 15? Who triggered it?

Perhaps the United States is under financial attack. We know that the country is being encircled through maneuvers in Latin America. At the same time, the U.S. is being isolated from its European allies, financially hobbled by a combination of its own blunders and poorly understood market manipulations. There is continuity in Russian grand strategy, from the rise of Gorbachev to the incursion into Georgia. Russia’s hidden hand should not be underestimated. The advent of Boris Yeltsin was not a period of democracy and genuine liberalization. It was, instead, a period of deception and false promise.

The strategic danger is not fully appreciated, even now.

Rice: Russia becoming isolated, irrelevant

WASHINGTON (CNN) -- Russia's policies are putting it on a path to isolation and irrelevance, U.S. Secretary of State Condoleezza Rice said Thursday.

Rice also said that Moscow's other behavior, including using oil and gas as a weapon, threatening countries with nuclear attack, selling arms to rogue states and political persecution of journalists and dissidents, paints a picture of "a Russia increasingly authoritarian at home and aggressive abroad."

Her comments came in a speech on the state of relations between Washington and Moscow.

While the United States has taken issue with Russia's behavior for some time, Rice called its invasion of Georgia last month a "critical moment for Russia and the world."

She warned that Moscow's international standing following the Georgia conflict is at a post-Cold War low.

"Russia's invasion of Georgia has achieved -- and will achieve -- no strategic objective," Rice said. "Russia's leaders will not accomplish their primary war aim of removing Georgia's government. And our strategic goal now is to make it clear to Russia's leaders that their choices are putting Russia on a one-way path to self-imposed isolation and international irrelevance."

The United States and Europe will stand up to Russia and not allow it to bully or threaten its neighbors, she said.

Rice to make 'significant' speech on Russia

US Secretary of State Condoleezza Rice will give "a significant speech" on Thursday about the consequences for Russia over its invasion of Georgia, a senior US official said.

"I would describe it as a significant speech about US-Russia relations as well as about Russia's place within the international system," the State Department official told reporters Wednesday on the condition of anonymity.

The speech will provide "an analysis of how we have gotten to this point, it talks about the kinds of choices Russia had before it and it talks about the international system and its response to Russia," he said.

Sharia courts operating in Britain

Five sharia courts have been set up in London, Birmingham, Bradford and Manchester and Nuneaton, Warwickshire. The government has quietly sanctioned that their rulings are enforceable with the full power of the judicial system, through the county courts or High Court. Previously, the rulings were not binding and depended on voluntary compliance among Muslims.

Lawyers have issued grave warnings about the dangers of a dual legal system and the disclosure drew criticism from Opposition leaders.

Dominic Grieve, the shadow home secretary, said: "If it is true that these tribunals are passing binding decisions in the areas of family and criminal law, I would like to know which courts are enforcing them because I would consider such action unlawful. British law is absolute and must remain so."

Douglas Murray, the director of the Centre for Social Cohesion, added: "I think it's appalling. I don't think arbitration that is done by sharia should ever be endorsed or enforced by the British state."

Muslim tribunal courts started passing sharia judgments in August 2007. They have dealt with more than 100 cases that range from Muslim divorce and inheritance to nuisance neighbours.

It has also emerged that tribunal courts have settled six cases of domestic violence between married couples, working in tandem with the police investigations.

WHILE campaigning in public for a speedy withdrawal of US troops from Iraq, Sen. Barack Obama has tried in private to persuade Iraqi leaders to delay an agreement on a draw-down of the American military presence.

According to Iraqi Foreign Minister Hoshyar Zebari, Obama made his demand for delay a key theme of his discussions with Iraqi leaders in Baghdad in July.

"He asked why we were not prepared to delay an agreement until after the US elections and the formation of a new administration in Washington," Zebari said in an interview.

Obama insisted that Congress should be involved in negotiations on the status of US troops - and that it was in the interests of both sides not to have an agreement negotiated by the Bush administration in its "state of weakness and political confusion."

"However, as an Iraqi, I prefer to have a security agreement that regulates the activities of foreign troops, rather than keeping the matter open." Zebari says.

Though Obama claims the US presence is "illegal," he suddenly remembered that Americans troops were in Iraq within the legal framework of a UN mandate. His advice was that, rather than reach an accord with the "weakened Bush administration," Iraq should seek an extension of the UN mandate.

Pakistan Army to Retaliate if US Conducts Raids

The Pakistan Army has been ordered to retaliate against any action by foreign troops inside the country, army spokesman Major General Athar Abbas said on Friday.

General Abbas' statement came as top brass of the Pakistan Army in their meeting on second day fully endorsed their chief's warning that no country would be allowed to violate Pakistan's sovereignty and territorial integrity.

A press release issued after the 111th Corps Commanders Conference quoted General Ashfaq Kayani as saying that “all elements of the National Power under the new democratic leadership will safeguard the territorial integrity of Pakistan with full support and backing of the people of Pakistan.”

General Kayani's statement on Wednesday regarding army's resolve to defend borders at all costs against the backdrop of repeated US threats of cross-border raids inside Pakistan territory bordering Afghanistan has been widely acclaimed in the country. It has refurbished army's image that had touched rock bottom because of its involvement in internal politics under Pervez Musharraf.

Political leaders and the media, while welcoming Kayani's bold stand, made an embarrassing comparison to relatively feeble response from democratic government. Officials here said Kayani's expression," under the new democratic leadership" was designed to dispel the impression that the army was competing with the government in winning popular acclaim.

It was not clear how the army would retaliate to American raids but in an earlier statement chief of Pakistan Air Force, Air Chief Marshal Tanvir Mahmood Ahmad, had claimed that the PAF has the capability to intercept air strikes inside Pakistan territory. In a related development, Chaudhry Nisar Ali Khan, parliamentary leader of the PML-N Thursday urged the government to convene a joint session of Parliament to discuss the American threats. He said the joint session would strengthen government's response to foreign pressure and help devise a national policy on war on terrorism.
